Finished deck height
The deck surface can sit near the upper portion of the pool, but it should not trap or support the pool's top rail.
A useful approach is to position the deck surface slightly below the structural top rail while maintaining the manufacturer's required clearance. This keeps the deck visually integrated without making future liner or rail replacement unnecessarily difficult.
